BOURNESTORMERS GENERAL CONSTITUTION

2007

1. The name of the club shall be BOURNESTORMERS MODEL CLUB herein after referred to as ‘The Club’.
2. The Club shall be affiliated to the B.M.F.A. and all club members must be members of the B.M.F.A.
3. THE OBJECT of the club shall be to the enjoyment and development of all aspects of modelling, and to establish responsible practises associated with such activities.
4. a) MEMBERSHIP of the club shall be open to anyone with an interest in modelling. The privileges and rights of membership shall be available to all persons accepted as members of The Club, the committee reserve the right to refuse membership.
b) Having been accepted by the committee the new member will be subject to a 6-month probationary period, at any time during that period the club (subject to committee approval) or new member, can terminate his/her membership without prejudice on either part. A pro-rata refund will be given on club fees only; the B.M.F.A. membership and joining fee will remain in effect.
5. MEMBERSHIP of The Club shall be graded in accordance with the following arrangements: -
a) Senior Member - an ordinary member over the age of 18 at the Annual General Meeting.
b) Junior Member - an ordinary member under the age of 18 at the Annual General Meeting.
c) Veteran Member- an ordinary member over the age of 65 at the Annual General Meeting.
d) Guest Member - a temporary member being a member of the B.M.F.A. and hosted by an ordinary member.
e) Honorary Member - may be awarded at the discretion of the membership.
6. THE RULES of The Club shall be published to each member.
ACCEPTANCE of membership shall be deemed to imply acceptance of these rules and continuance of membership shall be dependent on compliance with them.
7. No ITEM may be CREATED, DELETED OR AMENDED without a TWO-THIRDS majority of current members voting.
a) All members ( except Guest members ) , shall be allowed the right to one vote each.
b) Members must be present at the time of vote counting.
8. a) Annual subscriptions shall become due on 1st January each year along with the BMFA subscriptions.
b) Club subscriptions rates will be agreed annually at the Club’s AGM in the preceding December. Subscriptions shall be charged per year only for all renewing current members, and any new members wishing to join between January and July. New members wishing to join between July and October will be allowed to pay a 50% fee, and after that a monthly rate will be employed to the end of the current year.
c) As of 1st January members are not allowed to fly until they have renewed both Club and BMFA membership.
d) Club membership will be deemed to have lapsed if Club subscriptions are not renewed before the Thursday following the February meeting (1st Wednesday of each month). Anybody wishing to rejoin after this date will be dealt with as a new member (See Club rule 15).
9. THE CONDUCT of all members while flying model aircraft shall be in accordance with the standards and practises defined and required by the B.M.F.A. Code of Practice. In particular members shall have proper regard for matters of construction and operation of aircraft, and observance of the local flying rules.
a) In recognition of the founder members desire to continue the sport of Radio Controlled fixed wing aircraft for as long as possible into the future, no member shall by virtue of his actions or neglect , jeopardise either the ability of members to continue, or the use of the flying sites or facilities.
b) Further to the previous, and in recognition of the importance of SAFETY AND COMPETENCE in the sport, B.M.F.A. Proficiency Testing shall take priority over any other activities.
10. INSURANCE COVER is provided by B.M.F.A. Membership. It is the member’s responsibility to be aware of the terms and conditions of the insurance in operation.
11. DISSOLUTION of the club shall be considered only at a special meeting to be called for the sole purpose of determining any such action. The Club shall not be dissolved except by a TWO THIRDS majority of votes cast at a special dissolution meeting, and providing that at least three quarters of the total membership attend. Providing dissolution is agreed, any assets held by The Club shall be dispersed as follows:-
a) Any donated item : by offering return to the donor.
b) Trophies : by offering custody of each trophy to the last winner.
c) Other assets : by auction amongst members.
d) Residual items left after above steps : by auction, sale or gift to any other takers.
e) Cash in hand : by equitable distribution to all current members.
12 GUEST MEMBERSHIP terms shall be as follows:-
a) Guest membership is limited to non-members of The Club wishing to fly at The Club site(s), at the invitation of a club member.
b) Guest members shall be subject to The Club rules, and it shall be their sponsors responsibility to ensure that their guest comply with all the flying site conditions and club rules.
c) It is the responsibility of the sponsoring member to ensure their guest’s have B.M.F.A. membership cards, or equivalent insurance cover, to be produced to any member on demand.
d) Guest members are allowed to fly for £3.00 per day or part thereof. Payments made in any one year may be used as accumulative payment against the joining fee if the Guest wishes to join as a full member.
13. Spare at present
14 a) Any club issue what so ever should be directed in the first instant to any committee member, on no account should any member contact the B.M.F.A. about club business. If the committee can not resolve the issue, then they will appoint someone to resolve it. On no account should a member contact the B.M.F.A. or any other organisation about club matters without agreement from the committee.
b) BREACH OF RULES or any conduct detrimental to The Club’s interests shall be dealt with by the committee as deemed expedient. Where necessary in the case of a serious incident membership may be temporarily suspended or terminated by a majority decision of the Committee.
15 CLUB FINANCES shall be dealt with by The Club Treasurer and no cheques over £500 shall be issued without a majority consent decision of The Club Committee.

17 No member will be deemed eligible for election to a committee position unless they have been a fully paid up member for a minimum of two years prior to election.
